Rockford Tunnel hold outs

Todays status message brought up that Rockford tunnels can be viewed as LQRP if used just to loot. Crims using OP hold outs to loot cops should be banned if the entire point is to loot cops.

However the reason theres so many holdouts in Rockford tunnels and on top of buildings/garages is due to how hard it is to fight the cops in other locations. Someone made a post a few months ago about echo having a "Holdout" culture rather then a RP shoot out culture and I think it still applies
