Vin Scratch Cooldown

As it stands, it looks like vin scratch cooldown is two weeks. That makes sense if you actually complete the vin scratch. However if you fail it, you're having to still wait that 2 week cool down on it while you've also lost SVC on top of that. It would be nice if you could queue up sooner if you've failed because it's almost a double slap in the face.
