Up Local Population at Risk Sell Spots

There should be more locals that appear/generate at local sell spots for risk turf.

I think there should be an adjustment to how many locals show up at risk sell spots for drugs. There's been so many times I will sit and run around a spot for 30 minutes to an hour and have only two locals show up in the area during the day or night. No matter how much I run around there's no locals. I feel the generation number is off for locals at these spots or should be upped in general to help with this. It's not just myself experiencing it but it's discouraging when you're only able to sell in increments because locals aren't generating at all. Even when rep is being built up. Something I'm sure can be done but it's just a very frustrating issue that adds even more of a grind to the aspect of like... just playing the game. I understand the realism but it would be nice to know locals at least show up to a sell spot. This has happened over the last 10-12 times I have gone to sell since the update.
