Unlimited House Robbery's Bug?

While doing House Robberies I notice that you can do another one right away with no coodown.... Now I know a person can rob houses left and right in a real world but obviously you guys probably want a cooldown due to the economy. So I was wondering if this is an actual bug? Or will you implement the 20 minute cooldown prior to the update?
