Tier 4 and tier 5 houses not giving any good loot

Usually a big luxury house in Vinewood should give very good loot. But its quite the opposite I get better loot from a southside house than from a Tier 5 Vinewood house. I got this loot from cleaning everything from the tier 5 house and I don't think the loot should be this bad.
