Spy Camera Feedback

They can add to RP for everyone but:

• way too cheap for how useful they are

• lasts indefinitely

• no range limit

• can be placed high in spots that can't be reached

• no way to track down owner/users of camera

I'm coming from a PD perspective, but even for gangs, I'd imagine it's annoying to have nearly impossible to find/destroy cameras surveilling their block.
