Shorten pre-restart thunderstorm

I understand that this is to prevent getting into RP situations that would be long running, but the ability to not initiate any crime, and the horrible loud ass storm for 30 mins means that even if you want to join 45 mins before the restart it’s kinda pointless.

I feel this actually harms the server more than good. My suggestion would be to make the rainstorm only happen in the last 10 mins of the uptime, and only the last 15 mins to not initiate any script crime. Perhaps group jobs like banks and boosting can stay at 30 mins though as those are longer running than other kinds of “crime” that are rarely if at all ever responded to.
