Reinforce Gang app rules

Recently ive seen SOOOO many "friend" groups Rocking colors and trying to be Pseudo Gangs. Why have a gang application process and go through the entire effort when People fly in start rocking a color and then be very vague if they are official or not. I also dont want to report all these groups Maybe a reminder next restart?
