Queueing before 30 minutes

queueing for a boost before the 30 minutes after restart should not be allowed. This allows players with higher priority to queue before other players have even made it into the server and creates a pay to win mechanic for this job specifically. I think no one should be able to queue until crime is allowed to prevent this unintended mechanic.
