Own multiple VIN scratches

After putting in a request in the discord channels I was recommended by staff to put in a suggestion regarding being able to own 2 vinscratches. They thought this was already the process of waiting 2 weeks and being able to Bid on another afterwards but we can't. This would benefit a lot of people in the boosting and racing community. This provides a lot of people the choice of being able to own another vehicle they want to possess without being locked into 1 being able to have a variety. After they have obtained one vinscratch the value of SVC could potentially decrease in value as once people get 1 vin they wont be able to get another unless they sell the previous one, and it would be less confusing to people if they do not realise at this time they can only own one and try to bid for another auction 2 weeks later.
