Off-road registrations

Introducing an off-road registration for vehicles used in off-roading.
This registration would allow vehicles to take more damage, whilst the vehicle has an active registration. This registration could be applied to ONE vehicle at a time and would incur a monthly registration fee, payable to PA or the DOJ or something idk. The registration would also come with limitations, such as not being able to use it for crime etc, or only available to people who are not felons.

Reason: Currently, the off-roading has been put on hold as the damage has increased to vehicles. People enjoy the off-roading, A LOT. It's created a little community of folks who can RP and enjoy themselves in a group setting, while meeting new people and generating revenue to stores up north. The off-roading group, MMMM, has been cancelled until further notice, or until a solution can be found :'(
