Make guns last longer.

I think if guns were made more expensive and/or rare and made to last significantly longer it would be good for the weapon economy of the server and crims/groups/gangs would be more mindful of them.

Also, PD (CID specifically) would be able to make more long-lasting investigations on shootings that could lead to more PD v. Gang interactions.
