Gang initiation

At the moment gang initiation is at a very bad spot when it comes to ongoing beef. Especially when it comes to pushing a gangs block you pretty much have to send in a guy to just die because if u dont give "proper" initiation you just get revenge reported for poor initiation. When beef is going on for a while i feel like both parties already know why the other party is shooting them but when people lose they hide behind the rules of poor initiation.

How I would fix it would be to allow less of an initiation when the beef is ongoing because right now it feels like if you dont read someone a novel before initiating or youll get banned.
