Flagging Local Vehicle Plates

An amazing small QoL addition would be the ability to flag local plates in a simple in a short term database that would wipe every restart.

Just something simple like "/flagplate ABCD1234 [reason]" with the last bit being a reason as to why we are flagging the plate, "Fleeing from shots fired call", or when we recieve a Vehicle Theft call we could mark it as "Vehicle stolen".

Should someone later pull them over they could then do /runplate ABCD1234, it would then return with who flagged it and why, that could potentially extend the roleplay sitaution.
