Fix drug chemicals spawning in the air preventing drug-making

I've noticed an ongoing issue with the chemicals for drug-making in the city. The chemicals are spawning in the air making them impossible to grab. it's preventing people from getting the necessary materials, which stops the chemicals from respawning and prevents anyone from making their drugs for the rest of the restart. Recently, I have noticed that the chemicals are spawning in the air early in the restart period stopping all drug-making for that storm.
