Drug Selling NPCs just don't spawn

Maybe 1 or 2 spawned in 30 minutes of selling. Server pop was midrange 225-ish, but just nothing spawning. The old method was too OP, but this one just feels like it’s not even possible to sell the drugs you make… my rep should be pretty high with this specific drug too if it matters.

Middle of the day in game time, most populated area of the city, not a single Ped walking around and no cars on the roads. It’s like playing a RageMP server.
