Don't charge more for taking local EMS

Charge the same amount for EMS treatment regardless of how you get treated.

I understand the theory of why you might get charged more for taking local EMS - it cuts down on RP with actual players. The thing is, if I’m lying there on the ground after putting in several 311s for help with no response, and no one has driven by who can help, it’s not reasonable to then charge me more after finally giving up and taking local.

I don’t know if being charged more only occurs when you take local EMS while actual EMS are on duty, but I can’t help it if they choose not to respond to my call for whatever reason. So why should I be punished by being charged more?
