Character Whitelisted Jobs Restrictions

Suggestion: I believe that something needs to be put in place about having multiple characters in high positions in different department and even just one 1 character.

Reason: Firstly, it is unfair to have 1 character or multiple characters in High Positions in PD, DOJ, EMS, SAO and such. Why? It takes the opportunity for people who main their character in that department and have the time to focus on that RP instead of you being HC in other departments and needing to worry about everything else. This can also cause a conflict in roleplay as being a HC in PD, HC in EMS, SAO, PA etc is just unrealistic as hell and unfair.
