Change to note cleaning

This change is to maintain morale of crims in the city, bring life to the city so people arent just driving their own vehicles and allow more avenues to clean money.

1. Cargo should be similar to digiden coupon guy where he changes every storm but has a static 5-8 spots.
2. Allow loose notes to be cleaned through some local jobs but at a slower rate. 5 notes a drop off etc. Pizza delivery job, paper boy, stocking, the UPS type dude. This I think is extremely valuable in many ways because not only will it give more avenues to clean money and wont effect crims to a deep degree but also make the city more "alive" by having people drive more vehicles around the city instead of their personal cars.

Reason: Cargo is currently the only way to clean money. Traphouses are not balanced and thats why they arent used. There use to be Vicodin and Xanax runs which made the city seem more alive with different cars driving around whereas cargo just has a van. Currently Cargo is only at 1 spot and was recently shutdown 4 hours after coming back after 8 days of being gone. If there were other ways to clean then criminals wouldnt starve as much and its at a point where its effecting crims to where its effecting cops.
