Warrants deleted before serving or swapping their type to incident get stuck

Description:

Any warrant that is not set to "served", "denied", or changed to another report type before being deleted will end up stuck on the person's profile if they're not removed and will be stuck in the warrant list as "invalid date". There is similar behavior for charges on incidents and a person's "involved in" section on their profile if they are not removed from the report before it is deleted. This includes charges.

Reproduction steps:

1) Create a warrant & approve it

2) The warrant will show up on the warrant list and on the person's profile that you attached

3) Delete the warrant before serving or denying it

4) It will become stuck on their profile and the dashboard

Expected behavior:

The warrant is deleted from the warrant list and suspect's profile when it is deleted.
