Wardrobe Options in Odd Spots at VPD

Description: Public areas of the 2nd Floor of VPD have the option to edit wardrobe

Reproduction Steps:

1: Walk into certain areas of the 2nd Floor Lobby

2: Option to edit wardrobe pops up

3: Edit Wardrobe via F1

Expected Behavior: I should not be able to edit my clothing there.

Actual Behavior: I can edit my clothing there
