Vin scratching

As it stands SVC has 2 uses.

1. Used in a craft (vague for Metagaming reasons)

2. To start boosts

These don't really give SVC any great Meaning, since you get your SVC back upon a boost completion (and then some) and the craft doesn't use a lot of SVC.

I suggest adding a vin scratching option to boosting, and make the amount of SVC needed high (say 5 times the starting cost).

For anyone unfamiliar with vin scratching from other servers, vin scratching a car makes it your own (so you can put it in a garage, drive it, etc.) but if the police catch you with it you get an extra fine and the car gets taken away.

This would add a layer to boosting and would influence the racing scene aswell.
