Vin Scratch changes

As it stands right now you can only have 1 vin scratch without the opportunity of owning another unless the one you own gets crushed. My suggestion would be to have the ability to sell your Vin scratches on the black market for crypto (could do something similar to the auction for the original contracts). Obviously the same rules would still apply for selling on the black market that are in place for regular vehicles. This would help out people in my situation that want to get a new vin scratch but don't want to lose out on the crypto that I had to use to buy the contract in the first place.

Also would like to see after a bit more time the ability to own multiple vins. Maybe you have to pay a premium on top of the contract if you already own one or something. But I think having a cap at 2-3 vins would be nice :)
