VIN Scratch Car Changes
Currently we're only allowed 1 VIN scratch per person (I believe). This is irrelevant of whether this is a car/bike VIN scratch and we currently have no way to sell the vehicle. The current process for people getting rid of a VIN scratch is to either continuously use it in crime until PD catch on that it's scratch and crush it or people have LITERALLY been dropping them off at PD for them to crush. This makes zero RP sense for this to be done and for the scratches not to be able to be sold/traded. I'm not sure if there are any plans in place to make changes to the current system but if there isn't, then I suggest...
Being able to sell scratches first and foremost, even if this is only for SVC and it has a % cap on how much you can make a profit (I don't think a cap needs to be put on a loss because we should have the freedom to give the scratch away to a friend if we want to!)
Have a black market type app specifically for vin scratches where people can buy/sell vehicles for SVC.
I think owning 2-3 would be perfect. It will make people be more open with their choices of scratch vehicles, and potentially pick something that they wouldn't usually because they have more options/space available.

Great idea, I think it would give crims more avenues to rp such as opening an underground vin scratch dealership to buy and sell vin scratches. And some people would prefer to just buy a vin scratch rather than go through the grind of getting to S+ tier boosts and then getting a vin scratch. It takes lots of hours to achieve this especially with the way the queue system works, unless you're one of the first people in queue when server restarts you have to wait hours for your boost job to pop and if you aren't paying attention for 30 seconds you could miss it and go back to the bottom of the queue.

In addition, I am not sure if this has changed or been fixed or whatever, but someone literally had the VIN scratched car in possession of PD, and they physically couldn't crush it so it stayed in the SAO garage and that is their one VIN scratch gone forever

I agree. I think there definitly should be a way to trade/ sell your vinscratched car. Maybe add another app on the laptop when having the boosting usb on your person. The app would enable you to sell or trade your vin-scratch, just like you would be able to if you were to sell it in a garage.
This way you wouldn't be able to scam anybody by selling a vinscratch to someone, thinking it was the real deal. They would both have to have the boosting USB in order to accept the sale/ trade.
I even think it would be fine selling them for both dollars or SVC. One would be able to choose themselves.
This way one can buy a rare contract with SVC and then later on sell it for dollars. Or even in the racing scene; one would be able to do pinkslips etc, if no set price were placed.
