VIN Scratch Car Changes

Currently we're only allowed 1 VIN scratch per person (I believe). This is irrelevant of whether this is a car/bike VIN scratch and we currently have no way to sell the vehicle. The current process for people getting rid of a VIN scratch is to either continuously use it in crime until PD catch on that it's scratch and crush it or people have LITERALLY been dropping them off at PD for them to crush. This makes zero RP sense for this to be done and for the scratches not to be able to be sold/traded. I'm not sure if there are any plans in place to make changes to the current system but if there isn't, then I suggest...

Being able to sell scratches first and foremost, even if this is only for SVC and it has a % cap on how much you can make a profit (I don't think a cap needs to be put on a loss because we should have the freedom to give the scratch away to a friend if we want to!)

Have a black market type app specifically for vin scratches where people can buy/sell vehicles for SVC.

I think owning 2-3 would be perfect. It will make people be more open with their choices of scratch vehicles, and potentially pick something that they wouldn't usually because they have more options/space available.
