Vapid Ellie engine is glitched?

Vehicle Name: Vapid Ellie

Issue with vehicle:

Wont double clutch and the engine RPM as it climbs isn't smooth at all and very pingy (watch the video)

Why is this an issue with the car and not a feature of it?:

It seems to have the same issue as the tuner cars when they first got added as they couldn't double clutch and their engines were very pingy on the acceleration. In edition I remember the Entity MT also had the same issue when it first got added as well.
