Valet not taking keys from business vechicles

Description: When putting away fleet vehicles, the valets are not taking the keys when asked. I've reproduced this a few times with EMS ambos

Reproduction Steps.
1 - Take out a fleet vehicle
2 - Verify you have the keys

3 - Put away the fleet vehicle, ask the valets to take the key

4 - Note you still have the key.

Expected Result:
Keys are taken away.
