Use batteries to recharge SpyCams

Add the ability to recharge SpyCam batteries by third eying them with a battery in your pockets.

Similar to other functions like slashing tires, lugnuts, etc.

Now that the price and battery life balances have been made to the SpyCams, the ability to recharge them as an alternative to replacing them would be a nice addition to the battery's uses.
