Uncuff Keybind

Adding a keybind to uncuff someone just like the cuffing keybind

Ive lost count of how many times we as PD have uncovered or just randomly punched someone trying to uncuff them. I think with the addition of the uncuff keybind (same as the cuff keybind with the cooldown as well) it would bring a lot less stress. Also using the 3rd eye on someone to uncuff them can be scuffy af sometimes, like you might not even get the option for it till you find the right angle.

I just think it would go nicely with the new cuffing keybind
