Trash bug near beach

I just spent half an hour doing garbage duty around the beach area and it's terribly bugged

the red ring contains hundreds of trash bins and dumpsters, yet only 6 of them actually allow you to get the trash bag from them

They all say "You must be in the beach area"

The 6 I was able to pick up were on the border of the ring, practically outside it

I'm putting this report in because it was infuriating and would not wish it on anyone else
