Tool Store items

It would be nice for there to be a place where 24/7 owners and managers could buy items from the tool stores at a wholesale/discounted price so that we could compete with tool shop prices. This would help 24/7 businesses get more traffic and rp. Some stores are so close to tool stores that it doesn't make sense to buy from the player owned shop vs the npc tool store. Player owned shops should be a priority over npc shops.
