third eye not working on cargo runs?

doing a cargo run and did a deep search to make sure this was the buyer and i cant third eye him but he does stay if i leave the area and wont move and im 99% sure he is the guy

    I can confirm cargo is working perfectly fine, but I'll just say you're missing something ;)
