The fish contact the police.

When illegally fishing, you can be in the middle of nowhere with no one around, no locals, no other players, and yet somehow the police get notified by a UAV drone, or the fish themselves I guess.

This makes no sense to me and I feel it prevents actually using the feature. It feels a bit powergame-y to just have the police called for using a feature without a way for them to even be called.
