TAXI BUG WITH LOCALS

When picking up locals after they get inside taxi they have been duplicating into two separate locals wanting pickup , then they proceed to begin fighting eachother Or fight me if I step out of vehicle. I believe this caused me to be banned temporarily the other day before it was reversed for "taxi Exploit" I have attached a photo , you can see the original local in the background, then the two fighting which spawned within seconds. I am not sure why this issue has started where it is allowing another local to attempt to enter an already filled car
