Suggestion: Who Watches The COC-men
Suggestion:
Turn the COC, which seems to act as a government body by being able to fine individual people for violating their rules (pop-up events, etc) and dictating what happens with every business in town, into an actual government body with elected officials.
• I feel it should be an elected position, voted on by the people.
• The positions could be held for 2 months (or whatever time might be decided on).
• Businesses could get a vote that counts more (such as Bike's R Us, the business, could have 3 or 4 votes count towards who the business itself wants in office, but, the business owners as people would be just their personal one vote).
Reason:
• As it stands, the COC seems like an awful idea. It feels very clique-y. Everyone that gets hired seemed buddy-buddy with eachother through RP or OOC means (server staff).
• Decisions are made from those in the COC (understandable), some already involved in businesses - and to think that there's no bias in these decisions is silly (example could be, a person in COC blocking an idea or potential move of a business simply because it might encroach on the business owned by the COC member, or they just have some sort of grudge against the business owner)
• If the person voted in pisses off the businesses, this all could provide good RP, potential legal RP and so on.
• Potentially open up the idea of voting in other government officials
Furthermore:
I feel the server staff should also step in when decisions stand to hurt the server health as a whole (in terms of spreading out the RP). I've recently made another post regarding revitalizing the North, and the next day one of the vital businesses that spread foot traffic and RP to other parts of this massive map - is being moved into Los Santos. A good chunk of the server is in Los Santos, 1/3rd of the entire state. Crime and Businesses, etc. Now, the only unique businesses/service in the North are Bike's R Us (bikes) and Culture Shock (stancing). What I mean by this is, if someone wants food, they have a whole slew of options in Los Santos, so, places like Pops or Blackwoods are not vital or unique businesses in this context. As well as crime, all of the chop spots are in LS as far as I know & there are no robbable houses in the North. Cargo was in the North, and I really have no idea how that functions, but, spread it out more. Give more drop spots around the state. I figure there's reasons behind smaller crime not being up North, but, I also feel those same reasons just feed into the what I see as the issue of having everything focused on Los Santos. Give smaller crime a shot in the North, and see if things adjust.
Finally:
I really feel like I could be shooting myself in the foot here, and after being a part of the community since 2020... it's a scary thought. But, I also feel like I can't just continue to sit by and bite my tongue.
I would hope this is not viewed as a personal attack at anyone IC or OOC who are in the COC. I'm simply frustrated by the power given to the entitiy as a whole and how it seems to affect a decent amount of the player-base. This is coming from someone who does not own a business IC, or have any real stake in the business area. I'm just simply observing actions and decisions and talking to people about it, and feel the need to express the opinion and idea here.

Elected officials for a body like this would never work. It takes very specific individuals to work with the development and staff team, as well as myself. In addition, there’s a massive amount of trust involved with an entity like this, a lot of power, both IC and OOC. Out of everything that would be ran this way, CoC is not one of them. It would be friends being voted and it will eventually turn into a mess, trust me, I’ve been doing this long enough to know how these scenarios play out.
I don’t understand the link between the north problem and CoC. It’s not up to the committee where the businesses want to position themselves. But I can assure you, they are always trying to drive traffic up there by having businesses expand or form there.
Based on your post, I fail to understand the problem with the current team. You need to have evidence and proof to back up your reasons. Every reason you listed wouldn’t be resolved by changing members of the team or moving it to en election based group, I believe it would get worse in fact.

elected officials can work as long as it's properly structured. i get that certain things require a lot of trust to handle, but it feels like staff just get overworked with IC stuff getting put in their lap on top of the other IC and OOC stuff they deal with and feels like it slows things down a bit. i feel it's reasonable for people to have this perspective of the CoC when a lot of people don't even know if they're a gov. organization or not as well as what rules/guidelines they have to follow. and if it is a gov. org, i can see people's distrust in it as one of the highest ranking members has a record and there's at least 1-2 business owners with a record, which i believe isn't allowed in their guidelines as well as the idea of only clean people owning businesses has been reinforced multiple times in past OOC server meetings. again, i get having it staff run, but it's gotta make sense IC as well or it looks more like staff's OOC way of controlling businesses than an IC org that runs commerce.

I 100% agree that it would take very specific individuals to work with the dev team. However, there should be trust given to those who have earned it both IC and OOC, There truly is some amazing and kindhearted people within our community that really do care about the servers health.
A potential way it could be ran is much like PD with a High Command system. Certain individuals that have been elected have to report to H.C.(staff) about larger, more serious issues. Small issues that don't need addressing with the dev team could be handled IC with those elected officials who have proven they have earned it. The Staff/CoC team could filter through the "ballots" and pick individuals they find worthy of such positions
As it stands now, CoC IS a bunch of friends, whether its OOC or IC, That have found a way within the ranks. Its not necessarily a bad thing but left unchecked abuse of power can most certainly lead to IC issues and ruin Business RP for others. Staff runs most of the businesses as it stands and for those they don't run its kept under a very tight thumb(for good reasons).
Members of the community have a different perspective than what staff has. You guys see everything that happens as a whole, were as each individual sees the server differently. Some seeing all crime, some seeing all civ life, and others seeing all cop life. Most see the CoC as a Government body getting to make rules up on the fly with VERY little repercussions and even smaller explanation to the rules they've come up with. As purpleferretz said "i can see people's distrust in it as one of the highest ranking members has a record". I have asked the same question IC to a member of COC about that individual (That has a violent felony) with the response of "That was before my time, but (blank) was grandfathered in before that became a rule" I hope you can see the negative opinion that might leave someone towards the CoC.
All in all, We care about the sever, its health, and the community that we all interact with. We want nothing but the best as some of us has called this community home for the past several years.

I personally don't see an issue with PA in regards to anything that my post is about. They don't really have pull to do anything drastic (outside of police stuff), and however they choose to operate is fine by me.
I view them as a bit of a joke (renta-cop stuff), and given Gary & Billybob's RP being the center of PA, it's a funny joke.

And, I get that friend would simply be voted in, which goes towards me trying to have businesses have a heftier vote. But, even if a friend gets voted in, what if they fuck it up and that leads to legal RP or whatever. But, again - you say this wouldn't work, you've been at this a lot longer than I have.
And, the link between COC and the North, I know it's not up to the COC to decide, but, I felt they could give some pushback, "no, let's get you set up somewhere North. There's a lot of real estate, and we already have a lot in town". But, again, to my point, a business has just been allowed to move into LS from up North. Like I said, now there's only two vital things there.
In your final comment, though - yeah. Evidence is non-existance outside of just things I've heard. Just a suggestion & thought made way early in the morning about perhaps shaking things up, and seeing if a shift in structure might inspire some change. Staff would still have final say, or be involved with the COC... but, maybe a different mindset could be given with different people, or shifting the seated members.
