State Impounds Charging whoever takes it out.

Whenever a Vehicle is state impounded by police now, it goes into whatever garage it was in last. and when taken out of said garage it charges whoever takes it out the impound fee. Therefore a car that is in CnC Harmonys garage is state impounded, it is not an employees car, its a customers. Whenever taken out of the garage for the customer will get charged to whichever employee takes it out of the garage.

I think the cars should be going to the impound lots and not back to whichever garage they were parked in last.
