Speeding enforcement needs a buff

Increase speed limits to 60/95, paired with a massive increase in speeding fines, with higher fines for repeat offenders.

Right now, the risk/reward for speeding feels unbalanced in favor of speeders. There needs to be a better system to mitigate people from constantly diving 100+, especially in the city. That said, 40 feels a bit low. A good tradeoff could be to buff the speed limits while also increasing speeding ticket fines by 3x or more, which might convince more people to drive reasonably. Getting pulled over for speeding should feel painful.
