Smoother Transitions for Stress/Drug Effects

make the effects that drugs and stress give fade in on activation and fade out on completion.

the effects that are presented when you are stressed/high are pretty jarring since they show up instantly. i think it would be a more polished effect if they faded in on activation and faded out on completion. also, the stress effect in particular could maybe have an effect where the screen drips water as if you were sweating profusely and might be a nice touch if possible.
