Small Pawn Van Bug

Description: Sometimes when you start a small pawn run, the van it gives you has no gas in it. You cannot return the van to get your initial $1000 dollar deposit back, which is a big issue. I have had it happen two times. The first time, it wouldn't let me in the van and I would get stuck in the vehicle entering animation. The second time, I was able to enter the van but it still had no gas. So I do not believe that the 'vehicle entering animation' part of it is directly related.

Reproduction Steps: I couldn't recognize anything that would let me reproduce the bug. It just sometimes happens and sometimes doesn't.
