Small change to boost

Remove the overall timer to complete a boost, some boost chases take forever due to the driver level of both PD and the crim which means trying to rush a boost in 30m which include completion of hack, losing cops and delivering the vehicle to your location sometimes is near impossible

I think you should have 30m to complete the hack, failure to complete the hack within 30 would do what it does currently, disables vehicle etc but if you complete the hack within 30 you are clear to take however long to lose the cops and hand the boost over
