Shredder in the court house

Desription:
Have something in the court house you can 3rd eye to place an old id when you get a new one.

Reason:
People often get a new ID after an appearance change, expiration of current license, or new photo they want to show off. But then they have to do something stupid like wait until 10 seconds before tsunami to drop their ID on the ground so it gets eaten or ocean dump it. Would make sense for the court house to have a spot you can 3rd eye to give a license and then it just deletes it. Only works on licenses so people can't try to be powerful with guns/trash/etc.
