Security Guard doesn't appear in Harmony

Description: Accepted the job for a Fleeca at Great Ocean Highway and we got the security guard in harmony to rob. One of us drove up to harmony right away and searched everywhere (even outside of the red circle) and he did not appear. The rest of us then showed up to see if it had to be a specific person in the link up app to see the guard but we got there and the circle disappeared and still no guard. Another group also said they couldn't find the security guard in harmony.

Steps:
1. Accepted fleeca job for Great Ocean Highway
2. Security guard location was harmony, the radius included tom's used car, bank, clothing store and CNC Harmony.
3. Got to the red circle and it disappeared but no guard was there. Searched for him in the bank, the store, and the general areas around at outside the circle.

Expected: To find the guard standing behind the fleeca or walking around the fleeca.

Actual: Guard wasn't there at all and we could not rob and search him for the bank keys.
