scenemenu not opening

today i tried placing a scene for the cadet area on a prop fence after the meeting at vpd i typed the command which gave me the prompt to place and open the scene menu after pressing E to open the menu the screen will freeze as it has opened the menu but the menu does not show without any possibility to get out of the menu forcing the player to f8 quit
