Sandy TUC fleeca key guy bug

Description: Wont get keys from guard when getting the key spot im sandy at TUC

Steps to reproduce issue:

Get job,

go to sandy,

Either guy walks away and dissappers or guard wont give keys

Expected behaviour: either the guy be there or get keys

Actual behavior: multiple guards spawn with no keys or guard isnt there
