Rezone Cougar Ave for D8

Description:
Change the zone for the houses on Cougar Ave from Zone 11 to Zone 9/10.

Reason:
While they are nice houses, only one has any kind of a back yard and it's covered up by the tennis courts. Pricing them at Zone 11 prices is honestly way more than what they're worth. I think they should be max price Zone 9 or low Zone 10 price. Maybe even Zone 5, but 900k min for those houses is at least 200k over what they're worth.
