Reduce Fines

Id ask for the fines to be reduced back to what they were post wipe, not as of like a week ago. Had a Vangelico and caught a suspect. Instead of the casual 8k fine it was for Armed Robbery, Hostage Taking, Class 1 & Evading, it was a 13k fine, comparable to a Drug Trafficking and put that crim into the negative. IC, I asked SAO if they knew about these increases to the fines, which none of them had knowledge of.

It seems like someone went through the Penal Code & MDT and upped the fines w/o making an announcement in SACOR like usual. We had a Vangie where 4/5 suspects were caught, racking up 45k in fines w/o a 50k payout.

This sudden and drastic increase in fines is just going to kill crime, killing PD RP, killing a very entertaining aspect of the server. IMO, these increases to the fine should have been done prior to the wipe, or atleast 3 months down the road when Criminals have the money to sustain themselves. Plz fix <3
