Queue system rework

I would like to suggest a way for people to join queue without having FiveM open.

Reason for this suggestion is that when you get stuck in queue you are stuck doing nothing. Some computers might be able to handle running other games but most of the people who play don't. With this people could still play other games and be in queue at the same time.

Some other servers have it trough a webpage you join trough, this could be implemented in different ways but the goal is to not have FiveM open when being in queue.
