Bolt cutters for the fence

I think adding bolt cutters for people to be able to get through the inner perimeter of the walls of the prison would allow more fun for lifers

Reason-

The reason i think this would be a good idea is that it would allow for anyone who breaks into the prison, get on the inner wall, of the prison. It would allow new path ways for people to give lifers a way to get stuff from people they set up deals with. The counter argument could be too that it triggers some sort of silent alarm if not fast enough letting DOC know there may be an issue with the fence. It would only work on the inner fence, not the outer so people would still need to plan an entrance and escape plan
