Player owned jobs and billing

If at all possible, Locking billing from jobs you aren’t clocked in to.
ie. If i’m working THC (and clocked in) I shouldn’t be able to bill someone from another job.

Reason: It’s a pain to refund businesses when you accidentally bill someone for 15 Yankton from the CnC account.
