personal cars not working

personal cars bugged out and not able to get inside and drive. you can see the cars are unlocked and able to see in the trunks but not able to get inside. also when trying to be forced inside with the F1 menu it wont work. tried repairs, mechs, lock pics ect nothing seems to fix it. even after multiple storms cars are still broken when pulling out of a garage. mechs also have said it seems scuffed cause they cant even fix it. have clips providing when it happen and after storm fresh out a garage and also with another car.
