People without Pilots licenses are able to rent planes

Anybody with or without a pilots license can rent an aircraft

Steps to reproduce this

1. Go to a air craft rental spot , either LSS, sandy or perico

2. Rent a plane

What is the expected result - that somebody without a pilots license cannot rent a plane

What is the result - Anybody can rent an aircraft

Note : This bug is already being abused as people are renting knowingly that there is a bug that they arent supposed to be renting them, even posting on twitter apparently
